For foreign residents
Eligibility for foreign residents
As a general rule, foreign nationals are excluded.
However, the following cases 
may be eligible for exception.
Eligibility
01.
Foreign nationals holding permanent residency (F-5), 
marriage immigrants (F-6) , or recognized refugees (F-2-4) 
who are National Health Insurance contributors, 
dependents, or beneficiaries of Medical Aid
02
Foreign nationals who are listed in a resident registration 
record that includes at least one Korean citizen, 
and who are enrolled in the same National Health Insurance 
as a contributor or dependent, 
or are beneficiaries of medical aid
Eligibility for Appeal
If an appeal is submitted through the e-Peopleportal (online) or at a local community service center(offline) under the following circumstances, the foreignnationals may become eligible for the payment.

Foreign nationals who are not “listed on a Resident Registration Record,” but have a “family relationship under the Civil Act with at least one Korean national” and are enrolled in National Health Insurance as contributors or dependents, or are beneficiaries of Medical Aid

Those who acquired eligibility for the payment between the reference date and the appeal deadline (June 18 to September 12) such as through naturalization, visa status change, or obtaining National Health Insurance coverage, among other reasons.
How to File an Appeal
If eligible to file an appeal, you must submit an appeal form 
and supporting documents between July 21 and September 12, 
either in person at eup/myeon/dong community service center (offline),
or online via the e-People portal.

Supporting Documents : Vary depending on your circumstances (please contact the call center for more information)
Proof of identity (e.g., Certificate of Domestic Residence, Certificate of Alien Registration, or Certificate of Overseas Korean Registration)
Certificate of National Health Insurance Eligibility or Certificate of Insurance Enrollment and Termination
Documents proving a “family relationship under the Civil Act” (e.g., Certificate of Family Relations, Birth Certificate, Marriage Certificate, or Death Certificate of the applicant or their family members)
